| 摘 要： | 秦文化是中国传统文化的重要组成部分，我们在继承其中优秀文化遗产的同时，亦应注重秦文化旅游资源的开发。本文在对陕西秦文化旅游资源开发进行SWOT分析的基础上，提出了开发秦文化旅游资源的五大策略，包括物质层面和非物质层面旅游资源相结合，自然旅游资源和文化旅游资源相结合，旅游资源开发和保护相结合，加强秦文化旅游地的区域合作及增强秦文化旅游产品的体验性等。
