| 摘 要： | 小城镇的发展应是经济、环境、社会三因素协调统一、共同优化。小城镇不应过于分散、规模过小,应有利于社会经济活动和人口的聚集;在经济产业结构上应符合实际,有自身特色。不能一味追求小城镇数量,更应注重质量。
