社会保险关系转移接续问题研究

近年来,社会保险关系转移接续出现困难.本文剖析了当前养老保险关系转移难深层次原因,分析基本养老保险关系转移与劳动者权益保护的关系,揭示养老保险关系"转移难"对于劳动者权益可能的损害以及对人力资源市场一体化的不利影响;运用经济学原理分析养老保险关系"转移难"的制度原因以及相关的经济利益关系.本文从政策层面上提出养老保险关系转移接续可操作性办法,并提出了几点建议:提高社会统筹层次,较大范围的保障社会保险关系转移顺畅;明确中央和地方责任,建立中央财政社会保险关系转移结算机构;制定符合农民工特点的养老保险关系转移政策;注重解决机关企事业人员流动引发的养老保险关系接续问题;加快"金保工程建设"步伐,建立全国社会保障网络中心.

The Research on the Connection and Transference in the Social Insurance Relations

In recent years, the connection and transference of the social insurance relations has met with some difficulties. This article analyzes the deep causes of why it is difficult to transfer the current Endowment Insurance Relations and the relationship between the transference of the basic Endowment Insurance Relation and the Protection of the Employee's Rights. Based on the economics principle, the author analyzes the difficulty in transferring the social insurance relations which due to the institutional reasons as well as economic interests which related with this phenomenon. This article has given manipulability methods for how to connect and transfer the relation of the Endowment Insurance in policy level, and at the same time some suggestions are also proposed.
