我国农村扶贫的制度性陷阱:一个基于组织的分析框架

目前,中国农村扶贫陷入了制度性陷阱,具体表现为:扶贫的边际效益出现递减趋势;农村贫困人口存在着严重的脆弱性,贫困人口“返贫”的压力依然很大。为此,需要对现行政府主导型的农村扶贫制度进行重新审视。研究发现,构建农户的“内在激励机制”可能有助于冲出扶贫制度陷阱,而农户组织化则为该机制的运行提供了有益的组织支撑。通过对贫困农户组织化的内在逻辑和组织化效应的系统分析,本文有力地支持了农户组织化与农村扶贫存在有机统一性的推断。

On Institutional Trap of Rural Poverty Reduction in China: An Analysis Framework Based on Organization

The system of rural poverty reduction in China has recently fallen into institutional trap that can be represented by the slowing down tendency of marginal returens to investment for poverty reduction and by great pressure of “backward to poverty” termed friability of poverty population, and an new survey should, therefore, be made into the anti poverty system dominated by the government. It is found out that the key to getting out of the trap is likely to be the establishment of farmers' inner incentive system that is also effectively supported by famers' systematism. After a systemic anakysis of inner logicality of farmers' systematism and its effects during poverty famers' organizing process, this paper provides some evidences for the deduction of the common point of view between farmers' systmatism and rural poverty reduction.
