| 摘 要： | 经济社会综合评价体系是评价城市经济社会发展的基本状况、监测经济社会发展中的矛盾和问题、评价经济社会发展水平和质量的工具。本文认为,建立体现科学发展观的经济社会评价指标体系应该遵循以人为本、科学性、绩效、群众公认、可操作性和动态适应性等原则,在此基础之上构建科学、合理的框架体系。

| Abstract: | The social comprehensive appraising system of the urban economy and society is a set of indices applied to describe the basic circumstances of urban social and economic development, to monitor the conflicts and problems in the economic and social development and to evaluate the level and quality of the economic and social development It is imperative to pursue such principles of human-oriented, scientific nature, achievements, popularity, operability and dynamic compatibility, etc, and to set scientific and reasonable institutional arrangements based upon them. |
