国有企业改革和新型国有资产管理体制

国有企业改革在争论中冲出一条成功之道,从对企业自身的产权改造,逐步扩大到对国有经济结构的战略性调整,最后进一步深入到国有资产管理体制的改革。新型国有资产管理体制体现了政资分开、分级产权、专业管理、授权经营、两权分离、依法管理等六大特征。本文从国有企业的功能定位和产权特征入手,提出了对国有企业进行分类管理、妥善协调国有企业二元目标等政策建议,对完善国有资产管理体制进行了积极的探讨。

Reform of SOEs and New State-owned Assets Management System

From the reform and restructuring of state -owned enterprises (SOEs), to the strategic adjustment of the structure and layout of the state economy, state economy reform in China have made great accomplishments along with all kinds of arguments, and finally went into the reconstruction of the state - owned assets management system. To perfect the state-owned assets management system, this paper suggest that government must evaluate the function - orientation of SOEs, treat them distinctively according to the function distinction, and compromise the public goal with the efficient goal in state economy management system.
