| 摘 要： | 改制和重组是国有企业重获发展生机的必然之路。国有企业改制和重组必须以产权制度为核心，形成改制和重组的工作思路，重点抓好母公司的改制和重组，由此带动整个企业的改制和重组。实现以产权制度为核心的国企改革仍存在不少的难点；必须坚持大胆改革，又要总结经验，结合实际，正确认识和对待实际问题。

| Abstract: | Reform and reorganization is the indispensable way for enterprise to regain development. With the core at the system of property right, State firms must work out schemes on reform and reorganiztion. They should attach importance to reform and reorganization of parent corporations to stimulate the reform of the subsidiaries. Owing to a lot of problems, State firms must carry out reforms boldly as well as solve problems with consideration of the reality. |
