建设新农村,是缩小城乡差距、全面建设小康社会的重大举措.党的十六大提出了全面建设小康社会的宏伟目标,要实现这个目标,重点和难点在农村,所以必须用新农村建设来统领"十一五"时期的农村工作.新农村建设中的很多内容都是WTO"绿箱"政策所要支持的对象,因此,在建设新农村这一新的历史背景下,积极构建"绿箱"农业支持政策体系,更具有时代特色和应用前景.
