| 摘 要： | 本文利用1978年-2003年的数据,通过建立误差修正模型,指出我国目前所采取的财政支农措施不能达到提高农业综合生产能力的目的,而只是一种被动性的临时政策举措,并没有建立起确保农民持续增收、粮食稳定增产和粮食安全的财政支农长效机制。作者进一步分析了我国财政支农对提高农业综合生产能力无效的原因所在,并相应提出了如何实现财政支农促进农业综合生产能力的政策建议。

| Abstract: | By making use of the data of 1978 - 2003 and establishing Error Correction Model, the paper points out that finance supporting agriculture in China cannot enhance the comprehensive production ability of agriculture, but a temporary policy. The finance supporting agriculture did not strike up efficiency mechanism of increasing income of farmer for long time and production stabilization of agriculture, and it also cannot promote the safety of food supplies. The author analyses the reason why finance supporting agriculture cannot enhance comprehensive production ability of agriculture and puts forward some advice about how to realize the ability of agriculture production increasing by finance supported. |
