NGO的发展与公平分配的实现

NGO按照“道德原则”,通过慈善公益组织对社会资源和社会财富进行分配,以弥补市场（第一次分配）与政府（第二次分配）在社会收入分配方面某种程度上的双重失灵。表现为：通过直接的财富转移,有针对性地帮扶特定弱势群体;促进就业与再就业;灵活多样的教育资助提升了弱势群体的教育水平。NGO还通过社团的力量来参与国家的经济与政治决策,从源头上和政策制定上维护了其所关怀阶层的实际利益。促使社会兼顾各方利益、实现公平分配。
