“规则优先”的新内涵:我国参与WTO事务再运作的主题——加入WTO十周年之际的思考

在今后10年里,我国参与WTO事务运作的主题仍旧是"规则优先",但是,其实际内涵却发生着显著变化。为此,我国的运作重点应当是:继续重视中国加入WTO文件的重要条款;高度关注我国宏观经济政策的适切性;妥善处置我国面临的国际贸易摩擦;全面审视WTO规则的缺失与疏漏。

The New Intension of Rules Priority:The Theme of China's Re-operating in Playing a Part in WTO

For the future ten years,the focus on China′s re-operating in playing a part in WTO will still be "rules priority",actually,its real content has been changing significantly.Therefore,the operating focus of our country should be that attaching importance to the main aritcles in China WTO-enter Documents continuously,paying attention to the propriety of China′s macro-economic policies closely,handling the international trade friction faced by China properly,examining the lack and oversight of WTO rules carefully and comprehensively.
