| 摘 要： | 在传统的计划经济体制下，城市政府的职能无所不包。这种无限政府并没有像人们所期待的那样管理好城市。有限政府是市场经济条件下对城市政府职能转变的要求，也是提高城市政府管理效能的要求。城市政府主要是进行科学合理的城市规划，提供城市有效的公共产品，对城市各类市场进行监管，建立覆盖整个城市居民的社会保障网。

| Abstract: | Under the planned economic system,the city government at all levels maneuvered all the possible functions.This resulted in a indefinite government which,rather than people usually expected,failed in managing the city.Contrary to this,a definite government poses up a fundamental requirement for the city government's functional position as well as for improving the management efficiency under the market economy.The major functions of the city government include the city development programming,providing the public goods,monitoring all kinds of market,and building up a social welfare network covering the whole city. |
