| 摘 要： | 对当前干部队伍素质的现状，指出目前干部管理、选拔所采取的途径和方法并不完全科学的原因所在；率先提出了建设高素质干部队伍，必须走“标准化”管理的道路，对各级领导干部制定严格的“标准”，是实现高素质干部队伍、培养跨世纪干部人才战略的唯一途径。
