固原市节水灌溉建设存在的主要问题及解决措施

固原市节水灌溉工作尽管采取了分类布局、超前规划、大力倡导、目标考核等措施积极推进,但与日益短缺的水资源状况有很大差距,难以适应可持续发展战略的要求,仍存在着一些不容忽视的问题,本文通过对固原市节水灌溉工程建设存在主要问题的分析,提出了具体解决措施。

Main Issues of Construction of Water-saving Irrigation System and Measures in Guyuan

Guyuan government implements the measurement such as classified structure,advance planning,advocacy,and objective assessment for water-saving irrigation system.But there is still a very large gap with the growing shortage of water,and it is difficult to adapt to the strategy of sustainable development.There are still some important problems.The paper analyzes the problems in the construction of Guyuan water-saving irrigation system,and proposes the concrete measures.
