| 摘 要： | “一圈两翼”战略与“全国统筹城乡综合配套改革试验”是关系重庆未来社会经济持续协调发展的两大攀措。这两大举措，在社会经济背景、筹划与酝酿过程、基本任务、基本保障等方面都具有高度的内在一致性，并能够在实施过程中形成相互促进、互为保障的良性互动关系。

| Abstract: | One - circuit Two - wings strategy and overall urban and rural development are the key actions to promote Chongqing＇ s regional economic development sustainably. There exists a high level of coherence between the tow actions in respects of social economic background, procedure of planning and discussion, basic tasks, basic conditions, and the interactive relationship in realization. |
