| 摘 要： | 在总结宁夏固海灌区经济效益的基础上,分析了灌区多年来的用水量状况和灌区供水存在的主要问题。针对灌区运行管理中存在的问题,提出了增强运行管理单位的造血功能,创建多元化的供水市场,建立合理的水价机制,政府给予必要的扶持政策等建议。
