我国非公有制经济发展态势与政府作用

据政府部门统计，到2004年11月底为止，我国私营企业的数量已达到380万户。我国非公有制经济的发展，在行业分布、结构规模、组织形式、产业布局等方面都凸现出良好的发展态势，国家的宏观政策，为非公有制经济的发展创造了良好的外部环境。但规范地方政府行为、规范行政人员的行为、规范管理体制、规范经营行为、加强区域品牌的培育、充分发挥协会作用，仍是各级党委、政府引导非公有制经济健康发展的应尽之责。

The Development Tendency of Non-public Economy and Government's Role in China

Official statistics indicate that private enterprises numbered in 3.8 million at the end of November 2004. Private economy has developed soundly in terms of distribution of industries, scale, forms of organization and layout of industries. The macro-control policies of the central government have created a good environment for the development of private economy. However, local governments should undertake the duties to transfer their roles and make efforts to put forward the development of private economy.
