| 摘 要： | 地籍管理在土地管理中起着基础性的作用,实现地籍管理全覆盖势在必行。通过阐述地籍管理全覆盖的含义,从地籍管理的业务出发,分别论述了我国地籍管理在土地调查、土地登记、土地统计、土地分等定级、地籍管理信息化中全覆盖的现状以及存在的问题,提出了从空间、时间、技术、法律法规等来理解和实现地籍管理全覆盖的建议。

| Abstract: | Cadastre management has had an important function in land management and realizing a complete coverage of cadastre management is imperative.Through an expounding of complete coverage of cadastre management and in terms of operations of cadastre management,this paper discusses the status quo of cadastre management and the problems in land investigation,land registration,land statistics,land classification and grading,information of the cadastre management,and offers proposals for the realization of the complete coverage of cadastre management in terms of space,time,technology,law and rules. |
