| 摘 要： | 在二十一世纪,能够决定一个国家综合竞争力的因素种类繁多,其中科技创新能力作为最主要的因素之一已经得到了广泛的承认。高校作为国家智力资源的集中地,发展其科技创新能力不仅能够提升高校自身的科技创新水平,也是提升整个国家综合竞争力的重要途径和手段。
