基于建筑社会成本谈绿色建筑

传统建筑的生产和消费过程会产生对环境不利影响,即产生社会成本,而绿色建筑是实现传统建筑社会成本内部化的一种途径。本文探讨了传统建筑社会成本解决的方法来谈绿建筑发展的优势:一方面对传统建筑征收税金的方式,即对其索取或排放的社会成本给出相应的补偿,从而限制传统建筑产生的负经济无序发展;另一方面对建筑产生的社会成本进行内部化处理,即通过政策支持或利益优惠等方式,来鼓励绿色建筑的发展,改善建筑社会成本的问题。

Discussion on Green Building Based on the Social Cost of Building

The producing and consuming process of traditional construction has negative impact on the environment, which is social cost. While green construction is a way to realize the internalization of traditional social cost. This article discusses the method to solve the social cost of traditional construction：on one hand, it is about the way to impose the tax of traditional construction, which is to reimburse the social cost so as to restrict the negative economy and disordered development of traditional construction; on the other hand, it is about the internalization of social cost in traditional construction, which is to encourage green construction development via policy support or advantage benefits to improve the social cost problem.
