| 摘 要： | 非关税措施囊括了所有能改变国际贸易状况的关税以外的措施,2013年联合国贸发会议发布了一个比较完善的分类方案,将非关税措施分成了16组,并归为技术性措施和非技术性措施两大类。其中技术性措施日益成为非关税措施的重点。本文针对技术性措施和非技术性措施给中国外贸带来的影响分别给出了相应的政策建议。

| Abstract: | Non-tariff measures include all the measures except the trade tariffs which can change the international trade situation. In 2013, the UNCTAD issued a more perfect classification scheme. It divides the non-tariff measures into 16 groups and classifies the measures into two types of technical and non-technical measures. The technical measures increasingly become the focus of the non-tariff measures. Aimed at the influence of the technical and non-technical measures to China＇s foreign trade, this paper gives the corresponding oolicv recommendations to all of these measures. |
