| 摘 要： | 构建社会主义和谐社会为广大留学人员提供了坚强的政治保障和广阔的发展空间。留学人员在采取兼职、合作研究、委托研究、创业、人才培养等为国服务方式的同时，国家应为其提供经费投入、给付报酬、创造良好工作和生活条件、提供出入境便利等政策保障。
