关于推进城乡发展一体化顶层设计的思考

深化改革是我国经济社会发展的主题之一。改革攻坚期需要一种自上而下的充分发动基层创造性的顶层设计。改革开放初期，为了摆脱贫穷，改革的共识较易达成。改革攻坚时期，利益的失衡阻碍着改革动力的凝聚。消除城乡间的体制性障碍，统筹城乡发展，让人们共享发展的成果，必须紧紧围绕城乡发展一体化来开展顶层设计。

Thoughts about Promoting Integration of Urban the Top-level Design of and Rural Areas

Deepening reform is an important subject concerning the development of China＇s economy and society. At the hard time, it needs a top-level design which can fully mobilize creativity of grassroots from top to bottom. At the early stage of reform and opening, reformation consensus is easily reached in order to get rid of poverty. In the critical period of reform, interest imbalance blocks the condensation of reform impetus. In order to eliminate the in- stitutional barriers between urban and rural areas and coordinate urban and rural development for having people share development fruits, the top-level design must be conducted closely around the integration of urban and rural development.
