广权市场建设构想

矿权市场建设需从三个方面加以推进,一是理论支持,二是政府支持,三是商品支持。理论支持就是要从理论上界定矿权的基本内涵,弄清矿权的资产属性,修正矿权评估的影响因素。政府支持就是要由省级人民政府垄断一级市场,规范二级市场,建立合理的利益分配机制和调控机制,建设矿权有形市场和良好交易秩序,并解决矿权取得的“双轨制”问题,允许勘查公司和矿业公司上市,建立责任追究制度等。商品支持就是要清理勘查成果,加强地质勘查,激活现有矿权。
