用科学发展观丰富利用外资的理论与实践

本文针对目前就具体政策和实践层面的问题而展开利用外资的争论，指出利用外资是一种中国式的新的发展观，而这种发展观仍需不断丰富和完善，并要以党的十六届三中全会提出的科学发展观作为创新外资理论的指导思想。最后，文章指出了今后实现利用外资新发展的障碍以及提出解决的思路。

Improving Theory and Practice of the Utilization of Foreign Capital with Scientific Concept of Development

This paper analyzes the recent disputes on polices and practices concerning the utilization of foreign capital in China, pointing out that the utilization of foreign capital is a new concept of development with Chinese style. This concept of development needs improving and perfecting continuously, with the scientific concept of development by the Third Plenary Session of 16th CCCPPC as the guideline for innovative theory of the utilization of foreign capital. Finally. the paper discusses obstacles to the utilization of foreign capital and suggests the ways that we should take to overcome them.
