| 摘 要： | 农村30年改革建立了以家庭承包经营为基础的农村微观经营主体，培养了市场机制，确立了统筹城乡发展的基本方略，为建立新型自耕制适度规模经营提供了初步制度保证。中国工业化社会不可避免地要打上农耕文明的烙印，展望中国三农工作的未来，需要深化农村改革，促进土地适度有序流转，加强对农业的支持和保护，健全农村社会保障制度，从而建设起以新型自耕农为代表的农村中等收入者占主导地位的和谐新农村。
