| 摘 要： | 作者利用资源经济学理论,构建了耕地资源在农业部门和非农业部门配置的最优决策模型,并通过模型的分析,得出了耕地资源在农业和非农业部门配置的最优运行轨迹和确保耕地资源非农化沿着该轨迹运行的两个必要条件。通过这两个条件与耕地资源利用和保护的实际状况比较,找出了实践中有待修正的一些因子,据此提出了耕地资源利用和保护的政策体系进一步完善的对策建议。

| Abstract: | Based on the theory of Natural Resource Economics, the authors established a decision- making model about cultivated land resources allocation between agricultural and non-agricultural sectors. By the model the authors derive the optimum path of turning the cultivated land into non-agricultural land and the two necessary conditions for its implementation. Comparing the conditions with the reality in cultivate land use, some factors were found that should be revised in practice. Finally, some comments and suggestions about land use policies were given to improve the situation of cultivated land utilization and protection. |
