互联网科技规划专家咨询系统的知识获取、分析与评价

摘    要:科技规划制定的科学化、民主化和程序化离不开先进技术手段的支持。建立基于互联网的科技规划专家咨询系统既有利于使更多专家和社会公众参与科技规划的制定,也有利于系统、客观、准确地反映、整理和吸收相关意见和建议。在阐明基于互联网的科技规划专家咨询系统工作原理的基础上,进一步探讨了该系统在获取、分析、评价专家和公众意见过程中的运行机制问题,以此说明该系统如何有效提高科技规划制定过程的工作效率。

Abstract:Internet is an useful facility to improve the efficiency of scientific and technological programming. The Internet-based consultation system for scientific and technological programming can not only invite more specialists and the public to join in the programming activities, but also systematically and accurately reflect, dispose, and absorb their ideas and suggestions. The article explains the working principles of this system, and discusses the mechanisms of how to obtain, analyze, and evaluate the ideas and suggestions of specialists and the public in it, that explains why such software is able to promote the efficiency of scientific and technological programming.
