| 摘 要： | 分析了我国中央属科技资源在区域创新系统中所具有的优势地位,以及影响中央与地方科技资源整合效率的主要原因,探讨了以区域科技计划整合中央与地方科技资源的可行性,并从制定程序和加强项目管理两个方面,提出了利用区域科技计划整合中央与地方科技资源的具体措施。

| Abstract: | The article analyses the predominant status of the central-government-belonged scientific and technological resources in regional innovation system, and the main reasons for the inefficient integration of scientific and technological resources of central government and regional government. And the feasibilities of applying regional scientific and technological plan to the integration of them are also discussed, along with which there are concrete measures proposed by authors form the angles of the constitute procedures and program management methods of regional scientific and technological plan, which will promote the efficiency of the integration. |
