国有企业改革外商能涉足吗?

<正> 高严:新中国成立以来,尤其是改革开放以来,中国电力工业迅速发展,取得了举世瞩目的重大成就。电力装机总量从解放初期185万千瓦发展到1987年的1亿千瓦,去年底达到2.9亿千瓦,增长160倍。中国电力工业的发展,不仅表现在电力装机的提高,还表现在电源结构的改善和电网的加强。水电达到630亿千瓦,低热能、太阳能、风能发展也较快,目前已经形成华北、华南等跨区电网,其中华东电网超过4千万千瓦,覆盖全国大部分城市和农村,为我国的经济发展,人民生活的提高,社会进步提供了物质条件。

China's urgent need to overhaul the state sector has been recognized both in and out of the government and is accentuated by continuing losses in state-owned enterprises. Thus far,the government has tried a number of approaches,including listing on the stock market,management buyouts and asset sales, on a case-by-case basis.However the process has been slow and contentious while losses accumulate.Are wide-scale soutions suitable, and when?Is privatization realistic?What role can or should foreigners play?How can the government pre-empt social and labour problems that may accompany ownership change?
