创造全社会参与的资源效率与生态和谐系统

人类生存与发展依托的主要资源,几乎都面临枯竭危机。工业发展对国民经济发展贡献最大,但同时对资源的消耗和对生态系统的破坏也最大。因此,减少资源消耗、提高资源效率,积极推进产业转型和生态产业、生态经济的实践,是人类可持续发展中最有价值行为。由于这是需要全人类都积极参与才能加速并获取成功的重大社会工程,因此其相关的理论研究、应用研究、规划研究直到应用实践的各个环节,都需要更广泛地参与,为此,积极构建全体国民参与的全社会和谐系统,就特别有意义。论文在简单介绍国内外资源效率与生态和谐系统发展现状后,对加强资源效率与生态和谐系统的研究、加大资源效率管理力度、构建生态和谐系统的理论与方法,以及全社会参与资源效率管理与生态和谐系统的构建和相关法律政策援助提出了自己的想法。

Establishing Resources Efficiency and Ecology Harmonious System within the Entire Society Participation

All kinds of resources people surviving for and depending on are facing the threat of using up. With the high development of economy, all the countries find that the development of industry has contributed to the development of national economy, gradually. Meanwhile, resources and the ecological system are damaged severely. So reducing the resources consumption, enhancing the resources efficiency, positively advancing industrial transfer, impelling the ecological industry is the most valuable behavior for sustainable development. This important society project will be successful with the society involvement, so all the theoretical research, implementation research and planning research should play an important role extensively. This paper gives a brief introduction of current status of resources efficiency and ecology harmonious system. In order to strengthen the research of resources efficiency and ecology harmonious system, it presents some ideas in law and policy assistant to compromise the theory and method for resources efficiency management, ecology harmonious system and all the people involvement.
