| 摘 要： | 针对优化开发区基础设施建设长期由政府主导，融资模式单一、结构不合理等问题。分析优化开发区实现PFI融资模式的可行性，提出完善PFI模式实施环境的措施与保障。拟促进优化开发区率先突破传统的融资模式，为其他主体功能区基础设施建设提供指导与借鉴。
