企业响应科技专项政策的资源利用机制探析

摘    要:政策资源利用机制是企业响应科技专项政策效果的关键环节,将政策响应和资源利用引入复杂适应系统进化过程中,重点分析了资源获取和利用的过程演化机制。基于复杂适应系统和多主体建模方法,依托Swarm仿真平台分析了企业响应科技专项政策的资源利用情况、响应过程中的瓶颈控制点和阶段性规律,指出企业技术创新组件的非关键部门剥离、政策资源集中配置和转化经验积累具有重要作用,最后,提出了相应的对策建议。

Abstract:The resource utilization mechanism is very important for the government sponsored S .&T .special project's re-sponse .It focus on the evolutionary mechanism of resource acquisition and utilization ,w hich is used in complex adaptive systems (CAS) evolution for the first time .In view of resource-based theory and rationality assumption ,the simulation model is set up on the Swarm software in terms of the CAS theory and Multi-agent modeling method .Then the model is run with different parameters .The study shows that the stripping of non-critical innovation department ,resource central-ized configuration and transformation experience accumulation play an important role to improved policy resource utilization w hile the bottleneck control points and physic rules are found in the response progress .Finally ,some suggestions accord-ing to simulation analysis are put forward .
