| 摘 要： | 新能源利用存在着显著的能源效益、环境效益和社会效益等外部效益，市场机制自发作用下新能源的发展受到了限制，资源的配置效率低下。按照消除外部效应的一般经济原理，通过财政税收政策和财政支出政策，可以有效的实现新能源的优化配置，在提高新能源市场竞争力的同时加速新能源的产业化发展。
