中国矿政管理如何应对入世(WTO)新形势

矿产资源及其开发利用在中国经济社会可持续发展中起着基础性的作用。矿产资源行政管理(简称矿政管理,下同)长期以来由于带有浓厚的计划经济色彩,因此,矿产资源浪费严重,行政执法力度较弱,并且矿产资源市场体系尚在建立初期,特别是矿业秩序长期比较混乱,地方保护主义盛行,诸如此类的问题都与社会主义市场经济体制所需求的矿政管理体制不相适应。作者在认真分析矿政管理方面深层次问题的基础上,指出亟待加强矿政管理的重要性和紧迫性,并提出若干策略以应对中国加入WTO的新形势。

How Chinese Administration of Mineral Resources Adapts to the New Situations of China′s Entry into WTO

Mineral resources and its exploitation & utilization play a fundamental role in Chinese sustainble development of economy and society.Chinese administration of mineral resources has long been under planning economy,therefore,the mineral resources are badly wasted, its administration is weak,and its market is set up on initial stages;especially,mining is often in disonder.regional protectionism is prevalent.All these above can't conform to Chinese administration that is demanded by the socialism market economic system.The authors analyse the deep-level issues on Chinese administration of mineral resources.Based on it,the significance and urgency of reinforcing administration is pointed out,and some strategies are put forward to answer for the new situations of China's entry into WTO.
