从全球粮食危机看我国的财政支农政策

全球粮食危机给我们最大的启示就是各国政府必须高度重视农业和粮食生产。我国这次没有跟着全球一起闹“米荒”，主要得益于近年我国政府采取了包括财政政策在内的一系列支农惠农政策，积极增加对“三农”的投入，促进了粮食生产。我国目前仍然存在一些影响粮食生产的不利因素，如耕地保护形势严峻、小型农田水利基础设施建设滞后、种粮农民的积极性正在逐渐走弱。为了牢牢把握解决粮食问题的主动权，必须进一步完善促进粮食生产的财政支农政策，加大财政支农资金的投入、整合力度，切实调动和有效保护种粮农民的积极性。
