免征车辆购置税对新能源汽车销量的政策效果研究

为应对大气污染及不可再生能源短缺问题,我国开始重点发展清洁能源,并出台了免征车辆购置税政策对新能源汽车产业进行大力扶持。新能源汽车销量自2014年之后有上涨趋势,但2018年之后又呈下降趋势。为了解这种情况出现的原因,以2016年出台的免征车辆购置税的政策为基础,利用双重差分法对该政策进行了初步评估。实证结果显示,该政策的实施与新能源汽车销量之间存在负相关关系。因此,从政策补充方面和金融支持方面为新能源汽车产业发展提出相关建议,以期推动政策更好地贯彻落实。

Research on the Policy Effect of Exemption of Vehicle Purchase Tax on Sales Volume of New Energy Vehicles

In order to deal with the problem of air pollution and the shortage of non renewable energy,China began to focus on the development of clean energy,and introduced the policy of exemption from vehicle purchase tax to vigorously support the new energy automobile industry.The sales volume of new energy vehicles has an upward trend since 2014,but a downward trend after 2018.In order to figure out the reasons for this situation,based on the vehicle purchase tax exemption policy issued in 2016,a preliminary assessment of the policy was carried out by using the double difference method.The empirical results show that there is a negative correlation between the implementation of the policy and the sales volume of new energy vehicles.Therefore,the paper proposes relevant suggestions for the development of new energy automobile industry from the aspects of policy supplement and financial support,in order to promote the better implementation of policies.
