景区经营权转让中的地方政府行为研究——以凤凰城为例

景区经营权转让运作模式在取得巨大绩效的同时，也存在不少问题。以转让运作已逾5年的湘西凤凰城为个案，试图将景区转让运作置于政策行政生态域内，以景区制度变迁域中的地方政府及其行为为研究对象，对凤凰城转让中的地方政府行为及其效应进行实证分析，进而阐明地方政府在监管景区转让运作中的主要职能定位及行为调适，旨为优化转让模式提供决策参考。

An Empirical Case Study of Local Government Behavior of Transferring Operational Rights of Scenic Areas in Fenghuang County

At present, the pattern of transfering the operational rights of scenic areas has obtained the enormous achievement, yet many problems exist. Taking Fenghuang County, west Hunan Province, which has operating transfer pattern already for 5 years as a case,the article, tries to put transfer pattern in policy-administration organism＇s habits intra-area, take the local governments and their behaviours in the system changing of scenic areas as study object, make demonstration analyses of Fenghuang local government behaviours and their effect in the progress of transfer operation, then expound the main function allocation and behaviour adjustment of local governments who supervise and oversee transferring operation, so as to provide certain policy references to optimize the transfering pattern.
