不同社会经济目标下的黑龙江省土地适度经营规模实证研究

土地适度规模经营是我国耕地和劳动力实现最优配置的重要途径和手段。在目前我国粮食安全形势严峻和农民收入亟待增长的背景下,土地适度经营规模的目标有两个:一是实现土地产出最大化,二是实现农民收入最大化。本文通过建立理论模型和实证分析对黑龙江省不同目标下的土地适度经营规模进行测算,得出结论:无论要实现土地增产还是农民增收的目标,都需要扩大土地经营规模,而实现农民收入最大化的土地经营规模值要大于实现土地产出最大化的土地经营规模值。因此,可以首先通过劳动力内部转化和外部转移途径来实现规模经营逐步实现农民收入的增加。

An Empirical Analysis of the Appropriate Scale of Land Operation of Heilongjiang Province Under Different Economic Objectives

Appropriate scale of land peration is an important way and means for China′s arable land and labor to achieve optimal configuration.Nowadays,in the context of China′s grim food security and the urgent growth for farmers′ income,China′s appropriate scale of land operation has two goals.One is to achieve maximizing land productivity,the other is to achieve maximizing farmers′ income.Different objectives,the appropriate scale value of land operation is different.In this paper,the appropriate scale values of land operation under the different goals of Heilongjiang Province have been calculated through the establishment of theoretical models and empirical analysis,and the results have been drawn.The conclusion is whether you want to achieve the land yield or farmers′ income target,the scale values of land operation need to be expanded.Also the scale value of land operation for maximizing the income of farmers is greater than the value of maximizing land productivity.Therefore,to achieve the scale of land operation can be first transformed through the labor internal and external transfer,after that,the increase of farmers′ income can be progressively realized according to the actual situation.
