在低碳经济条件下,区域经济发展支撑要素已由传统的经济要素,向碳排放权、交易权等生态环境要素、区域公平与发展共享等民生、民权要素转变;区际关系由传统的基于产业链分工合作的垂直式关系,转向基于创新合作的水平式关系;区域发展由资源能源等要素投入主导向创新主导转变。区域低碳发展路径具有多样性,包括全球行动,经济发展方式转变,地域系统优化,区域治理模式创新等方面。

A Study on Regional Development Model Based on Low- carbon Economy

The support elements of regional development in low-carbon economy change from the traditional economic factors to eco-environmental factors,people′s livelihood factors and civil rights factors,such as carbon emissions,carbon trading rights,the regional fair and the share of development.The inter-regional relations transform from the traditional vertical relationship that based on division in industry chain to the horizontal relationship that based on cooperation of innovation.The dominant driving forces of regional development change from the factor inputs of resources,energy and others to innovation.The development of regional low-carbon economy is an integrated process,and the paths are diverse which include the global operations,the transform of economic development pattern,the optimization of regional system,the innovation of regional governance model,and so on.
