对我国金融体制改革的回顾与展望

我国金融体制改革是与经济体制改革所作出的一种战略配合.在金融体制改革中同样需要走渐进式道路,体现出不同的改革顺序和搭配方式.当经济体制改革的重心在工业部门微观层次时,金融体制改革则在宏观层面予以配合;当经济体制改革的重心在宏观层次时,金融体制改革则从微观层次予以配合.这种配合正是金融体制改革两大基本任务的体现,即首先建立独立于财政的金融体系然后对中国金融机构进行企业化改造.本文对我国金融体制改革的未来进行展望,就金融体系以直接还是间接融资为主、利率市场化、人民币国际化、金融分业还是混业经营以及农村金融五个方面问题作了探讨.

Restrospective and Perspective of Financial System Reform in China

Financial reform is complimentary for economic reform in China and this also needs a gradualist approach for different step orders and complimentary ways.When the economic reform is mainly concerning the microeconomic levels at industries,the financial reform at the macroeconomic levels supports it and vice versa.This complimentarity is exactly the embodiment of the two major tasks of the financial reform,ie.creating an financial system independent of the fiscal systems and then corporatizing the banking institutions.The present text made a perspective study on the future of the financial reform and explored the topics of the options for direct financial or indirect financing,marketization of the interest rates,internationalization of the RMB,whether mixed operations or seperation of businesses and rural finance.
