创新质量对区域高质量发展的解释力：创新投入规模比较视角

创新驱动发展是我国实现高质量发展目标的战略路径。在高质量发展目标对我国各区域创新战略提出更高要求的情况下,过去主要以资源投入规模衡量创新能力的战略理念亟需调整。那么,创新质量能否比创新投入规模更好地解释区域高质量发展机制？为此,首先以区域创新全过程质量模型为依据,构建区域创新质量评价指标体系,综合运用熵权法和TOPSIS方法评价2016-2018年我国内地30个省市区域创新质量;其次,以五大发展理念为指导,评价同期各省市高质量发展水平;最后,采用回归分析法检验我国区域层面创新质量与高质量发展间的相关关系。结果表明,创新质量对区域高质量发展水平具有显著正向解释力;而且,相较于创新投入规模,全过程创新质量能够起到更好的解释作用。研究结论对我国各省市全面提升创新质量和谋求高质量发展具有一定借鉴意义。

The Explanation of Regional High Quality Development based on Comparative Analysis of Innovation Quality and Inputs Scale

Innovation-driven development is a strategic path to the realization of the target of China's high quality development.However, after the target proposes higher demands for the innovation strategies of Chinese regions, the past strategy that tends to consider large-scale inputs as innovation capability needs to be updated.Then, we need to consider a new question whether innovation quality is better than the scale of innovation inputs to explain the high quality development of Chinese regions.Consequently, based on the theoretical model of overall processes of regional innovation, we build an index system for evaluating regional innovation quality and then assess the regional innovation qualities of 30 Chinese provinces from 2016 to 2018 by using the methods of entropy weight and TOPSIS.Furthermore, led by five concepts for development, the levels of regional high quality development at the same periods have been measured.Finally, the relationship between regional innovation quality and high quality development is analyzed by linear regression method.The research results show that the innovation quality has significant positive explanation power for regional high-quality development, and in contrast to the input scale of innovation, the overall process innovation quality makes more contributions.The results enlighten China’s provinces to implement innovation-driven development strategy and pursue high quality development from the perspective of the comprehensive advancement of innovation quality.
