关于提高河北省财政运行质量的研究

1994年财税体制改革以来 ,河北省财政收入得到快速、稳定增长 ,但由于目前该省财政经济存在许多问题 ,影响了财政运行质量。因此 ,应在确定财政运行质量判断标准的基础上 ,评价财政运行的质量 ,并通过加大财政改革力度 ,建立财政平衡机制和财政风险防范机制 ,完善财政体制 ,加强财政法制 ,改善财政运行的外部环境等措施 ,实现河北省财政运行的良性循环。

A Research on Promoting the Quality of Fiscal Operation in Hebei Province

Revenue in Hebei Province has grown rapidly and steadily since the reform of finance-taxation system in 1994.However,there are a lot of problems on finance and economy in Hebei Province,which has affected the quality of fiscal operation.Hence,on the basis of defining the judging standards on fiscal operation,we take such measures as evaluating the quality of fiscal operation,deepening the fiscal reform,establishing the fiscal balance and risk systems,perfecting the fiscal legality and improving the external environment of fiscal operation etc.,so as to accomplish the positive cycle of fiscal operation in Hebei Province.
