承接国际服务外包的技术溢出效应研究——基于服务外包基地城市软件行业的实证分析

技术外溢效应主要是指跨国公司的人力资本、技术研发投入、管理经验等因素通过各种渠道导致技术的非自愿扩散,它可以促进东道国技术进步和经济增长。本文以我国14个服务外包基地城市为样本,实证研究了软件行业承接国际外包的技术外溢效应。结果表明,承接国际软件外包获得了技术外溢的益处,提高了本土软件行业的劳动生产率。在技术外溢的多种可能途径中,跨国公司的示范效应和人力资本效应显著。因此,应当坚持软件产业的对外开放,并着力提高软件行业的人力资本水平。
