社会工作赋权视角下非自愿移民的公众参与

通过梳理社会工作赋权理论及实务途径,提出从个体、组织、环境3个层面赋权的分析框架,分析赋权取向的社会工作介入非自愿移民公众参与的可行性。在此基础上,从社会工作赋权视角建构提升非自愿移民公众参与能力的实现途径,认为在个体层面应为非自愿移民提供个性化的教育和培训,在组织层面应通过培育自组织和借力外在组织帮助非自愿移民建立社会关系网络,在环境层面应改善非自愿因公众参与的群体环境、社会环境和制度环境以使非自愿移民与环境形成良好的互构。

Publicparticipation of involuntary resettlement from Perspective of social work empowerment

By analyzing the theories and practices of social work empowerment, the analysis framework of empowerment is put forward from three levels of individual, organization and environment, and the feasibility of the social work empowerment into the public participation of involuntary resettlement is analyzed. On this basis, a practical way is proposed to enhance the public participation capability of involuntary resettlement from the perspective of social work empowerment. It is concluded that the individualized education and training should be carried out at the individual level, the social relationship network should be established by cultivating self-organizations and leveraging external organizations at the organizational level, and the good mutual relationship between the involuntary resettlement and the environment should be formed through improving the public participation of involuntary resettlement in the community environment, social environment and institutional environment at the environment level.
