基于可变模糊集的区域内河航道健康发展评价研究

摘    要:以航道运行效果、安全性、支持保障性和环境友好性为评价要素,建立14个评价指标的区域内河航道健康发展评价指标体系。以宿迁市内河航道2014年统计数据为基础,采用可变模糊评价法对宿迁市内河航道健康发展水平进行测算。研究结果显示,不同参数组合下的宿迁市内河航道健康发展水平等级一致,14个指标评价结果等级可分为三类,评价结果基本符合当前宿迁市内河航道发展的客观情况,可将建立的评价指标体系和可变模糊评价法引入内河航道健康发展水平的评价中。

Abstract:Considering the operation effect, safety, support security and environmental friendliness of waterways as the main evaluation factors, an evaluation index system for healthy development of regional inland waterway including 14 evaluation indices is established. Based on the statistical data of inland waterways in Suqian City in 2014, the healthy development degree of the inland waterways is computed by using the method of variable fuzzy sets. The results show the healthy development level of the inland waterways in Suqian City is the same under different parameter combinations. The 14 evaluation indices can be divided into three types. The evaluated results basically reflect the actual situations of the inland waterways in Suqian City. It is indicated that the proposed evaluation system and the theory of variable fuzzy sets can be employed to evaluate the healthy development level of regional inland waterways.
