齐齐哈尔区域经济发展战略制定研究

区域经济差异是世界各国经济发展过程中的一个普遍性问题,有关区域经济发展问题的研究一直以来都是区域经济学研究的核心问题之一。制定正确的区域经济发展战略,对推动引导区域经济发展有积极作用。齐齐哈尔是我国重要的工业基地、商品粮基地和畜牧业基地,1984年被国务院确定为全国十三个较大城市之一,是我国北纬46。以北的最大城市,也是亚欧大陆桥上的交通枢纽和东北亚经济圈的重要城市,为国家的经济建设做出了重要贡献。但在改革开放之后,由于受传统计划经济的影响及改革的滞后,齐齐哈尔区域经济的发展一度比较缓慢,近年来又跃出低谷,实现了加快发展。本文按照区域经济理论,对齐齐哈尔区域经济发展进行研究分析,力图以科学发展观为指导,提出齐齐哈尔区域经济发展战略。首先,对齐齐哈尔经济发展历史与现状进行了分析,总结了齐齐哈尔区域经济发展过程中取得的成绩与存在的问题。其次,运用SWOT分析方法对齐齐哈尔的内外部环境进行了分析,明确了齐齐哈尔的发展对策。再次,按照增长极理论、点轴开发理论、辐射理论,结合齐齐哈尔的现状和潜力,提出了“农业产业化、工业现代化、服务专业化、乡镇城镇化”的发展方向和目标,提出实施“大项目拉动、集群化发展、品牌带动、科教兴市与人才强市”的战略,提出了齐齐哈尔区域经济发展的战略重点。

Strategic Research and Institution of Region Economic Development in Qiqihar

Regional economic disparities is a universal problem in the world economic development process, the regional economic development issues has been one of the core issues of regional economics research study. the regional economic development research, especially research of conomic development in less developed areas are very active, whether abroad or at home. Qiqihar is our country important industrial base, the commodity grain base and the animal husbandry base, was determined for national one of 13 big cities by the State Council in 1984, is the biggest city north of north latitude of 46 degeree of our country, of transportation key position on the Asian-European land bridge and an important city in the Northeast Asia economic cycle. But in the reform and opening up, due to the impact of the traditional planned economy, Qiqihar regional economic development has been relatively slow , but has been leaped trough In recent years, realized a rapid development.This article according to economic non-balanced development theory in region, carried on the research and analysis of non-balanced economic development to the Qiqihar region, taken science development views as instruction, proposed region economic development strategy in city of Qiqihar. Firstly conducted analysis of economic development in history and at present and the economical development environment, summarized the achievements and the existing question which obtained in Qiqihar city regional economy developing process. Secondly, made the analysis on environment of Qiqihar both in ternal and external by SWOT analytical methods, specified the development countermeasurs for Qiqihar. Thirdly, defered to the growth pole theory, the spot-axis development theory, the radiation theory , unifies the present situation and the potential for Qiqihar, determined the development pattern of "agricultural industrialization, industrial modernization, country urbanization", and proposed the implementation of strategy of "the big project draws, the cluster development, the brand impetus, reviving the city through science and education and the talents ", and based on the situation of of the city of Qiqihar, put forward strategic focus for regional economic development, and provided an effective secure for rapid and healthy economic development, for achieving strategic goals of the economic development of Qiqihar.
