新常态下统计体制与统计执法机制改革研究

近年来，统计工作质量受地方和部门利益的影响较大，数出多门、信息失实等问题频现，统计执法形同虚设，我国统计体制和统计执法机制饱受社会质疑，改革刻不容缓。本文介绍了我国统计调查体制和统计执法机制的现状，指出了我国政府统计在建立现代化服务型统计中存在的服务职能发挥不到位，行政记录利用不充分，基层统计基础薄弱等问题，分析了统计执法面临的统计法制建设落后，缺乏专业统计执法队伍和执法绩效考核手段等问题，提出了整合政府综合统计和部门统计、改进政府考核统计体系、加快统计法制建设、建立统计违法案件举报处理流程管理机制等建议。

The research on statistical system and statistics law enforcement mechanism reform under the new normal

In recent years, the quality of statistical work was strongly influenced by the local government and de-partment, the problems such as information untrue or different data sources appeared frequently, and statistics law enforcement became powerless, China’s statistical system and the statistics law enforcement mechanism were widely doubted, so the reform was urgently needed. The present situation of the statistical system and the statistics law enforcement mechanism was introduced, problems such as the service function did not reach the designated position, inadequate administrative records, weak grassroots statistical foundation in building a modern service-oriented statistics were pointed out, problems such as legal construction lag behind, lack of professional statistics law enforcement team and performance appraisal methods were analyzed, advice such as the integration of the gov-ernmental comprehensive statistics and departmental statistics, improve assessment system of the government statis-tical, speed up the legal system construction, establish management mechanism of reporting statistical violations and so on were put forward.
