社会保障制度创新与人的全面发展

人的全面发展是马克思主义人学理论的重要内容,是人类社会发展的最终目标。现实中人总是在一定的社会制度中生活和发展的,制度无论对于社会的发展还是人的发展都带有根本性。作为保障人的基本生活和发展需要的社会保障制度,其在促进人的全面发展中的作用更是不可忽视的。当前,我国的社会保障制度具有明显的城乡二元性特征,占人口大多数的农民被排除到社会保障体系之外,这是与建设社会主义新社会的本质要求相违背的。因此必须对社会保障制度进行创新,通过社会保障制度的城乡统筹,促进人的全面发展。

Social guarantee system innovation and person''''s overall development

The overall development of human being is an important content of the Maxist Human Theory,and it's the goal of the human society development.In reality,people always lives and develops under society institution which is the foundation to both development of society and development of the human being.The social security institution which is regarded as safeguard of basic life and development takes an important part to the overall development of human being.At the present,the social security institution has an obvious characteristic with duality between rural and urban in China,the peasantry which occupies most of population is excluded from the social security institution.That conflicts with the essence of building socialism.So the social security institution should be improved and updated to promote the overall development of human being,through the overall arrangement of the rural and the urban.
