摘    要:本文基于1996年和2000年国家统计局城镇家庭收支调查数据,运用明瑟工资函数进行的实证比较发现,较之工资改革初期,两类企业对教育、经验等人力资本的回报率都有所提升。但二者在人力资本回报方式上存在显著差异。在非国有企业,各种人力资本只有在提高实际生产率的前提下才获得回报,而在国有企业,工资只僵化地奖励人力资本,而不论其是否提高了真实业绩。这说明国有企业对人力资本回报的提升仅源自于对工资政策的人为调整,而非企业面对劳动力市场竞争时的自发回应。

Abstract:During the last 20 years of economic reform,China's government had been endeavored to decrease its control on SOEs' wage system in order to give the market force a full play in SOEs' wage determination process.So far,has the reform altered its wage determination to more closely mimic that of a market economy?
